Published on July 08, 2025

Getting a driving licence is a two-stage process that begins with a learner's licence. The entire application process can be initiated online. For expert assistance at any step, Kaagaz Mitra is ready to help.
Phase 1: The Learner's Licence
Step 1: Apply Online on Parivahan Portal
Visit the Parivahan Sarathi website, select your state, and choose the option to apply for a Learner's Licence. Fill out the application form with your personal details, upload your documents (proof of age, address, and photograph), and pay the required fees online.
Step 2: Take the Learner's Licence Test
After your application is processed, you will need to book a slot for the learner's licence test. In many states, this test can now be taken online from home. It consists of multiple-choice questions about traffic rules and signs. After passing, you can download your learner's licence.
Phase 2: The Permanent Driving Licence
Step 3: Apply for the Permanent Licence
You can apply for a permanent driving licence 30 days after your learner's licence has been issued. Log in to the Parivahan portal again and fill out the application for a new Driving Licence.
Step 4: Book a Slot and Take the Driving Test
Select a date and time for your practical driving test at your local RTO. On the day of the test, you must visit the RTO with your vehicle and demonstrate your driving skills to an inspector.
